The government represents Australia, so when they come up with a new lore they send in a bill. A bill is a proposal for a new lore, or a proposal to change a lore. Then that bill gets taken to the House of Representatives, and then it gets taken forward to the senate. If the senate doesn’t agree then it gets sent off to get checked more Thorley. If it is approved then it gets sent off to the governor general, then it becomes an act of parliament.
